On July 23, 1990, Li Ruihuan, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, inspected the Great Wall at Huangyaguan, emphasizing that "no matter who is in the lead in the future, no one will be allowed to destroy the natural environment here under the pretext of economic development, and no one will be allowed to damage the cultural relics and historic sites here by exploiting resources. The restoration of the Great Wall is so good that it condenses the sweat and sweat of the people, needs to be maintained and managed well. Whoever violates this principle will be the unworthy descendants of the Chinese nation and the perpetual sinners of our motherland. On October 2, 1985 and October 10, 1986, Li Ruihuan, Vice Secretary of the CPC Municipal Committee and Mayor of Tianjin, cut ribbons for the first and second phases of the Huangyaguan Great Wall Project. In October 1987, he wrote the inscription for the the Great Wall of Huang Ya Guan: "repair my the Great Wall to shake up the national spirit, and leave the treasure to build up the rivers and mountains".
